The health and welfare foresight creates a systematic approach to clarify the possibilities for Estonia to export health and welfare services in a 10 year perspective and what has to be done in order to realise those possibilities in a 3-5 year perspective. The concrete objective of the research is to find out the health and welfare services and markets with the best export potential for Estonia. The research on the possibilities of Estonian health and welfare services is a part of the Estonian service economy foresight launched by the Estonian Development Fund in 2009. The aim of the foresight is to chart the current situation of the Estonian service economy and its most probable growth areas, to make clear our future prospects and to give recommendations in order to form a policy that favours the service economy and especially the export of services.
