Estonian Development Fund coffee morning 3: Estonia has the possibility to be a world leader in public sector innovation. To light up the discussion, Per Koch, Strategy Director of the Research Council of Norway, presented his report. Based on international research spearheaded by himself, he spoke of the essence of public sector innovation and the best practices of different countries. Koch underlined the need to achieve an integral management of public sector innovation that crosses different sectoral policies, otherwise innovation lacks regularity and co-operation. "Achieving an integral approach takes time, it does not really exist anywhere in the world," said Koch
